當代澳門新聞管理的歷史變遷研究

摘要:澳門是近代中國新聞事業的發祥地之一，本研究對澳門傳播管理進行歷史分期，從葡萄牙《一八二二年憲法》至1990年澳門的《出版法》颁布，澳門新聞管理制度可以分為四個時期:出版解禁時期(1822年-1936年)、新聞審查制度時期(1937年-1974年)、自由主義報業環境(1975年-1989年)、法律本地化時期(1990年-1999年)。重點對新聞審查制度時期進行研究，還原審查制度的實施狀況，研究中包括記者應對檢查的方式，如:更改報紙名稱、對抗等，由開始的“順從”到抗爭，探討新聞審查制度在政府權威和新聞自由之間的關係。

Abstract:Macau stands as one of the cradles of modern Chinese journalism. This study divides thehistorical evolution of Macau's communication governance into distinct periods. From Portugal'sConstitution in 1822 to the enactment of Macau's Press Law in 1990, the news management system inthis territory can be segmented into four eras: the Period of Publication Liberalisation (1822 - 1936),the Censorship Era (1937 - 1974), the Liberal Press Environment (1975 - 1989), and the LegalLocalisation Period (1990 - 1999). This study focuses on the period of press censorship byreconstructing the implementation of the censorship system. It examines journalists' responses to thenews inspection, such as altering newspaper titles or resisting censorship, tracing their shift frominitial compliance to resistance. The research explores how press censorship systems affect the tensionbetween governmental authority and press freedom.
